Powder coating is the reason a steel frame can live outside at all. The coating is applied dry and cured onto the metal rather than brushed on as a liquid, which gives a thicker and more even film than paint and one that does not chip along an edge as readily. The vulnerable point is anywhere the film is broken. A deep scratch on a steel frame is where outdoor corrosion starts, so it is worth touching up rather than leaving.
